Military:

My final tour of duty in the Navy was an assignment as the DARPA program manager for the afloat Navy Battle Management Project, which involved the transition of advanced artificial intelligence technology into prototype demonstrations in operational Navy environments. Prior to that, I was responsible for Electronic Warfare requirements on the CNO staff in the Pentagon. I achieved the rank of Captain during this Pentagon tour. I was the senior author of the 1982-1984 Electronic Warfare Appraisals, used by the Navy to evaluate its ability to conduct EW/C3CM. I was a principal member of the Navy Outer Air Battle Study; directed the Electronic Warfare Decoy Study, which set inventory standards for all Navy decoys; originated the Navy operational requirement for Counter-targeting systems; co-authored the operational requirement for Tactical Airborne SIGINT; and developed the requirement for the resurgence of lighter than-air vehicles in the U.S. Navy.

Prior to the Pentagon tour, I served as the Commanding Officer of the Navy’s largest operational aviation squadron, Fleet Air Reconnaissance Squadron TWO, which conducted sensitive SIGINT operations in support of Navy and National requirements. Additionally, I was the Electronic Warfare Officer on the staff of the Commander of the Sixth Fleet where I was responsible for all Navy EW and reconnaissance operations in the Mediterranean theater of operations. I received a Masters Degree in Computer Science from theNavy Postgraduate School in Monterey, CA. As my Master's Thesis I developed the first high level block-structured compiler for a microcomputer (AlgolM). Prior to that, I was the Military Aide to the Director of the National Security Agency and served as a senior advisor on ELINT issues. I was also a senior project engineer with the NSA Special Signal Collection Organization (MUSKETEER). While at NSA, I developed the first digital ELINT analysis system.

Prior to attending the U.S. Naval Academy, I served as a Third Class Electronic Technician on the nuclear fast attack submarine, USS Sargo (SSN-583)

Civilian:

After I retired from the Navy I worked for BBN Technologies for seventeen years. Among many other achievements, BBN Technologies was a key developer of the ARPANet, which was the immediate forerunner of today's Internet. I worked as a computer researcher, program manager and as the Director of Business Development for a number of advanced computer efforts, including the: Capabilities Assessment Expert System (CASES), Dynamic Analysis and Replanning Tool (DART), Fleet Command Center Battle Management Program (FCCBMP), Information Assurance Integration, and DARPA Agent Markup Language (DAML). All of these programs were funded by the Defense Advanced Projects Agency (DARPA).

Hobbies:

I received my amateur radio (HAM) licence and pilots license while in high school and was co-founder of the first skydiving club at Texas A&M. I began the sport of epee fencing at Texas A&M and continued the sport after I received an appointment to the Naval Academy. I was a finalist (7th place) at the 1964 Olympic trials, but did not qualify to travel to Tokyo. Later I became the US Masters (over 35) epee champion in three different years. I also enjoyed the game of tennis and participated in the USTA over 50 national championships.I am a duplicate bridge player with the rank of Silver Life Master. I do a lot of kayak fishing here in Southwest Florida (see picture below).
